The technology exists to improve fuel eficiency across the board by 5 to 10% easily and by as much as 20% and more! No reason why we don't have vehicles on the road that get 50, 70, 100 mpg and more!
Ethanol was available in the 1970's just not on a larger scale as it is today, and ethanol has been around for decades. When troops ran short of gas during WWII, some of them used alcohol to run the jeeps! I know or knew of a few that did!
