Citing 'accident' risk, Rancho LPG storage facility opponents want tanks moved

Press-Telegram -- Described as a "ticking time bomb," San Pedro's Rancho LPG storage facility came under renewed fire on Saturday as residents gathered to hear a terrorism risk expert talk about the tanks.

About 70 people attended the two-hour discussion sponsored by a coalition of homeowners groups, neighborhood council members and an organization that sponsors the website HazardsBeGone.com/.

The tanks storing propane and butane at 2110 N. Gaffey St. have come under increasing scrutiny by those who say the materials pose a danger to tens of thousands of residents for miles around.

From street demonstrations to community forums and videos showing the potential damage of a tank disaster, activists have pushed their cause to move the Rancho LPG facility, owned by Plains LPG, out of the area.

I think one of the issues brought forth was the legitimate question, What will LPG Storage facilities cover in the event of a disaster? Homeowners in the proximity deserve an answer to this question.

The article states was there in the 70's & has a 'grandfather clause' to allow it to still operate. So if residents are so riled up about it, they shouldn't have moved in beside it, as I'm sure few are original owners of over 40 yrs!!

If the people moved to the area knowing the tanks were there then tough hop." When I lived in Virgina, Dulles International Airport was built in 1972. It was located 13 miles from the Capital Beltway and the Federal Government who owned it, at that time, built the 13 mile Interstate connection solely to drive to the airport. Nothing was in the area near the airport at that time. Eventually, houses and business began to appear and now it is fully developed and people are complaining about aircraft noise, possible accidents, etc. The airport was their first in 1972. What are they supposed to do -- move it?

Since 1973, the Rancho terminal has operated on North Gaffey Street directly adjacent to a local refinery. The Rancho facility is used for seasonal storage of butane, which is a byproduct of gasoline refining. The facility also handles a small amount of propane. In the summer months, butane is temporarily stored due to California air quality requirements. In the winter months, butane is blended into gasoline." This area along the coast of Los Angeles is home to many refinery operations and the air often is unacceptable because of it. I was stationed at Long Beach Naval Station, next to San Pedro, in 1969 and the quality of life around the base was horrible because of all the nearby refinery operations. As I understand it, those conditions still exists in many areas around San Pedro. California needs what comes from those refineries. Unfortunately, it is also overpopulated and many thousands of people have move into those bad areas, For them to complain about it is ludicrous ;) I would worry more about air quality and move away than I would about those tanks that are used to make gasoline.

I don't even keep my BBQ near my house, it is at the far end of the yard where if the tank blew it would be a good distance from everyone, neighbors included.. If I didn't have that space I wouldn't have a propane BBQ.. Seriously folks.. Same as living near a large water tank, oil, or those large intense electric structures.. I understand that the living is probably less expensive, but at what human cost??

I can remember the original controversy back in 1973 when Petrolane filed the permits to upgrade to new and the Brown vs Petrolane 102 Cal App3rd 720. The courts have ruled, the tanks are in a port authority created by the State of California for this purpose 30 years before the subdivisions were built. In 1980 the HOA's sued to remove the terminal and lost so that is race adjucicata. The HOA's have received a 103 page legal pinion written legal opinion from the City of Los Angles Port Authority telling them to forget it.
